Can we just do a little audit of where we are now with Local TV - certainly in most cases nowhere near what was initially promised when the licences were first awarded, but still a few independents giving it a go.
From what I know we have:
That's TV
Just 10 minutes of local news at 6pm, which in the case of Scotland I believe is national rather than local. The rest is classic music videos. How are these news programmes presented?
Made TV - rebranded Local TV
Lengthy simulcasts with CBS Reality but with news opts at breakfast, lunchtime and in the evening (from 5-9pm I think) which I think is a half-hour loop, which in the case of Liverpool TV (which I pick up) is usually presented in the street, but having been caught a bit on Sunday it's of a passable quality but not something you'd want to watch for more than a few minutes. The Sky stream shows various local news bulletins at different points in the evening block for half an hour each.
London Live
After a year off news is back between 6pm and 7pm, the one hour in the day of course where people wanting London news have viable alternative options. It looks like most of the C4 style content which filled the schedules has gone. Still a three hour kids block at Christmas then mainly factual (alot of Hitler stuff this week) and old films, with a few random things like Goodnight Sweetheart, Hardware and Stella Street in the schedule.
The independent channels now few and far between - I think less than half a dozen in total. Full list of channels here:

Kent TV was still giving it a good go last I saw although the schedule online is for November 2019. Looks like they still have a nightly bulletin which is up to an hour long and things like their political, team talk and business show are airing fairly regularly. Notts TV still a primarily local schedule as well, though looks like only their "Ey Up Notts" nighty show is regularly airing new content.
If anyone can fill in the blanks or give more info on the channels local to them would be interesting to see the state of play with these channels across the country and whether it's fair or not to tar the ones that have remained independent with the same brush as That's TV and Made/Local TV.
