I have an abject feeling "E J Hearn" is one of those who pinches other people's videos. The description says "personal collection of old TV recordings, presentation from all the ITV regions from the 60s, 70s, 80s, 90s and beyond". There's a strong hint of editing to my mind - notice whenever you see "Tracking" its in the typical monospaced font, whereas when you see an on-screen graphic that doubles up as the timer and the audio source (Stereo or Mono) (see beginning of the video you embedded where it says "Play -1:35:50") its in an entirely different non monospaced font and looks to have been stuck on "top" of the scrambled resync. In reality (or in my experience anyway) that wouldn't have been seen until the picture reset. I've never had a video that has the ability to hold two fonts for its "presentation" and they are usually simple monospaced.

I'm not saying the whole channel is fabricated and it may be full of genuine gems that are actually from some video tapes out of an attic somewhere and that channel got around a lot back inn the day but... I suppose we can be thankful they haven't hacked 15 minutes of "oh God my ears!" music into it and presented the resulting fabrication as a genuine off-air recording.
