The recent discussions about the new media bill suggested that they wanted to update the crown jewels list so all replays couldn't be behind a paywall - the idea being that, in the Olympics scenario, Discovery or equivalent couldn't sub-licence the rights to a FTA broadcast for live coverage and nothing but, so they could only show the 100m live at 3am and then never again. Which is probably fair enough.
