I assume it'll be a part of the existing Samsung TV Plus service, which is essentially the same premise as Pluto TV, but as far as I can tell is only accessible to owners of Samsung smart TVs.
Samsung TV Plus is available on all Samsung devices and I think in the Google Play Store too for other Android users, the same as Apple TV+ is.
