BBC News, the UK channel, is a very UK-focused current affairs channel. BBC World News is more focused on global themes. If we forced more British themes onto World News, it ceases to be relevant to the people watching BBC World News, who mostly don't live in the UK and therefore aren't as affected by, for example, the bird flu outbreak in Yorkshire. Equally, if we cut stories like that out of the BBC News channel and focused more on global stories like BBC World, it'd not be a programme that is relevant to British viewers and therefore wouldn't serve the public. As a result, it is actually the most reasonable thing to maintain the independence of the two channels with a few exceptions for programmes it makes sense to be shared.Would always have the opportunity to have UK stories when World goes to ad breaks. And I wasn't saying that they are similar channels, clearly they are not, but I think a merged World News and NC (or rather World News in the UK with opt outs a few times a day for an hour or so) would be a good service if/when savings require cuts to be made.
