I’ve always thought that both BBC3 and BBC4 were natural expansions of BBC2 at a point around the millennium when the BBC kind of had to do it to compete, and because it had the resources to do so.
Inevitably, expansion tends to lead to contraction and cutbacks, and I would have been happy if BBC3 and BBC4 had both been axed and the funding plowed back into BBC2 again. Unlike many, I disagreed with BBC3 returning as a linear channel as much of its audience could quite easily have found the “strand” of programming on iPlayer anyway.
While I did like BBC4 closer to its launch, it did lose its purpose when the original programming was completely lost, so it makes sense to axe it now, but then it seems like they would’ve been better just removing both. Ah well.
