Broadcast reporting that ITV could stop being a PSB.
That would have big repercussions:
They’d lose guaranteed high EPG placement and prominence and any gifted spectrum
They’d also lose sporting events.
Surely also Ofcom could then re-advertise the Channel 3 licence/licences?
They’d also have no obligation to news either, local or National.

That's hardly surprising, I think they've been wanting to ditch regional news for well over a decade - apparently Channel 4 has its own contingency plans to do regional news if ITV ever drop it: https://www.theguardian.com/media/2008/jul/03/channel4.ofcom

Awful news. If this does actually happen then linear television as we know it is well and truly dead. If ITV cannot make anything of it, then what chance do other broadcasters stand (not counting those funded by extortion)?

Isn’t this just a threat ITV makes every so often, usually as a warning to Government/regulators that if they don’t get some sort of release from a particular regulatory commitment or a particular reform that they are seeking that they’ll just hand back their PSB license and broadcast as a fully commercial channel, presumably axing hundreds of jobs in the regional operations while they are at it?
They’ve yet to go through with it. Losing the gifted right to #103 and their guaranteed Freeview capacity would be the disincentive. It wouldn’t take a lot for Sky to move Sky One to #103 if they thought they could get away with it. Mind you as streaming grows and grows that PSB prominence is worth less and less.

This comes up regularly, bear in mind the licences are due for early renewal next year and IIRC they "threatened" this 10 years ago for the current licences.
The concept of a franchise round 1991 style isn't going to happen. We're not going to go from one major company to 16 smaller ones.

Yes, this comes up time and time again and never really goes anywhere. It would serve them right if they had their bluff called and the franchises were put out to tender.
In reality if ITV wanted to stop being a PSB they would likely just sell the PSB business and cash in, retaining their digital channels (although they'd need to vacate the PSB2 mux), studios and on demand portfolio. If they bailed out of linear channels completely they'd probably continue to make shows like Corrie for whoever replaced them as "Channel 3" as that's part of being a studios business - and they'd know there is still more money to made from selling on to broadcasters than taking those programmes to a lower profile EPG slot or on demand platform. It would make very little sense for them just to "stop" being a PSB and not make any money from the sale of the franchises.
I don't think it would be a great move for ITV or for British TV if it happened and ITV continued on Channel 6 on Freeview (and lower elsewhere), but it would be fascinating to watch it all unfold and presumably a new player (or numerous new regional players) get to come in on Channel 3 and have a shot at establishing a new PSB. I think it would have to be done on a national level (with regional requirements) to have a shot of success, but if independent regional franchises were set up instead I wouldn't be surprised at all if within a decade ITV Plc had their hands back on at least one of them.

It's not really surprising given that global streamers are on the scene now without any regulatory requirement. The PSB regulation probably does need some review in light of this.

Other broadcasters don't have the sort of commitments that ITV have and which they want to get rid of. If this did happen then of course they'd stay as a linear channel, they've too big an audience not to be

Another question would be, where would this leave STV? Would they simply go it alone on channel 3 in their franchise areas and hope for the best, or would they go with ITV and relinquish their PSB commitments?
