Itv is traditionally the uk with stv included is the country major public service wholly privately owned independent network broadcaster - set up to challenge the bbc and with a high threshold of public service. Channel 4 is a state owned alternative broadcaster paid for through taxation reinforced by advertising and also has a public service remit to be different. Channel 5 also has a public service network regarded as the country’s 5th major network that Viacom own. Sky meanwhile is the country’s major multi channel broadcaster there are a few public service rules which apply to them especially sky news. S4c is operated through the s4c authority which is run at arms length from the uk governments that own it with a huge public service remit that protects the welsh language by broadcasting a range of programmes broadcast in it of all genres and types

And broadcasting the Queens Speech would hardly be "Alternatively Different".
C4 of course did used to show it up until quite recently but later in the evening (as I think BBC2 used too as well), with the Alternative Message airing at 3pm rather than at a random point in the schedules usually later in the day, though I think it's at least a decade if not more since C4 aired the Alternative Speech against the Queen.

Back to the Queen's Christmas Message - given that it is on BBC, ITV, and usually Sky News and sometimes other Sky channels, I think we can assume firstly that it is available to all channels, and secondly the possibility of any channel getting it exclusively and shutting out the others will not happen.

Also it's not quite right saying that the Queen's Christmas Broadcast is produced by ITV, BBC & Sky on a rota basis. It is actually ITN that produces the speech in that rota (and it is once again their turn this year). And ITN of course produces the news from ITV, C4 & C5.

With the BBC showing their full schedules up to New Year's Eve, it is so telling how lacklustre their once prestigious comedy offering is. Having a double bill of the same show on Boxing Day instead of what would have been hit comedy and entertainment shows in the past, demonstrates this. Yes, I'll watch Around The World in Eighty Days, but the line up for Christmas Eve is strange to say the least. Paddy McGuiness on two consecutive shows from 8.30 is odd. The schedulers seem to have not been able to schedule a strong line up with a weak offering. Perhaps looking around the schedules, putting Ghosts at 8.30 on Xmas Eve, followed by I Can See Your Voice then the film Last Christmas at 10, would immediately make the Xmas Eve line up more appealing.
It would at least extend the comedy offering into one of the main days instead of just Mrs Brown's Boys being the only comedy show on all three days.

It’s fundamentally an issue that the comedy that would best rate well is not in favour with commissioners and producers so there is not much of it aired.
